Georgia homeowners considering solar in 2026 have access to a limited set of active programs. Georgia Power's RNR-11 net billing tariff, authorized under the Georgia Cogeneration and Distributed Generation Act of 2001 and regulated by the Georgia Public Service Commission, allows customers to sell excess solar generation back to the utility; excess energy is credited monthly at the Solar Avoided Cost rate plus an adder, though total compensation depends on individual system output and usage. Georgia Power also operates a Community Solar program under which residential customers can subscribe to one-kilowatt blocks of a shared solar farm at a stated monthly cost per block, receiving bill credits based on actual production, without installing any equipment. Two electric membership cooperatives offer financing options: Central Georgia EMC's PowerUp program provides loans for solar PV and solar water heaters to qualifying members, and Walton EMC's HomePlus Loan through Go Energy Financial covers solar water heating systems with electric backup for eligible customer-owners. Export rates and loan terms vary by program and are not uniform across Georgia utilities.

The federal residential Clean Energy Credit under Internal Revenue Code §25D — commonly described as a 30% tax credit — expired for systems placed in service after December 31, 2025, under the One Big Beautiful Budget Act (Pub. L. 119-21). Homeowners completing a new residential solar installation in 2026 do not qualify for that federal credit, which materially lengthens typical payback periods compared to prior years.

Georgia's residential electricity rate averaged approximately 15.01 cents per kilowatt-hour as of March 2026, a modest increase year-over-year. Without the federal credit, the value of bill savings and net billing credits relative to installed system cost becomes the primary driver of financial return, making local utility rates and individual consumption patterns especially relevant to any payback estimate.

These figures are verified as of June 2026 against official sources; programs change with each legislative session and utility rate case, and the Georgia Public Service Commission and individual utility tariff filings should be treated as authoritative. Given medium overall confidence on some figures, readers should confirm current program details directly with their utility or the GPSC before making financial decisions.

Federal credit update. The federal residential Clean Energy Credit (the 30% “solar tax credit” under §25D) expired for systems placed in service after December 31, 2025. New 2026 residential installs do not qualify; a 2025 install can still be claimed on a 2025 return (IRS Form 5695). What this means for 2026 →

Net billing / export credit

Georgia Power Renewable and Nonrenewable Resources (RNR) Net Billing

Georgia Power's RNR-11 tariff, offered pursuant to the Georgia Cogeneration and Distributed Generation Act of 2001, lets customers sell excess solar generation back to the utility. Under RNR-Instantaneous Netting, which remains open to new participants, excess energy is credited monthly at the annual Solar Avoided Cost rate (3.2188 cents/kWh for 2026) plus a 4 cents/kWh Renewable Generation Adder approved in the 2022 rate case. Eligible systems are residential up to 10 kW AC and commercial up to 250 kW AC, with program participation capped at 0.2% of the company's prior-year annual peak demand. The more favorable RNR-Monthly Netting option was a 5,000-customer pilot that is closed to new participants and expires no later than December 31, 2038.

AmountExcess energy credited at Solar Avoided Cost rate (3.2188 cents/kWh in 2026) plus 4 cents/kWh adder, summed monthly against the bill; monthly-netting pilot closed to new entrants.
Who qualifiesGeorgia Power customers with renewable generation up to 10 kW AC (residential) or 250 kW AC (commercial); first-come, first-served until cumulative capacity reaches 0.2% of prior-year peak demand; written RNR Service Agreement and interconnection required.
